§ 400-10

Purpose

400-10.01 The Paulding County Addressing and Naming Standards are designed to support

effective management and maintenance of a uniform and standardized addressing system capable of supporting all address dependent functions within the Paulding County Addressing Jurisdiction.

§ 400-20

Addressing System Standard

400-20.01 Frontage Interval System.

The standard addressing system shall be a Frontage Interval System. A Frontage Interval System “is a system based on the measurement of intervals between the beginning of a road and the structures along the road” [NENA (1995)].

The Frontage Interval System applies structure numbering independent of survey information, legal descriptions or lot boundaries. It is not simply the sequential numbering of structures or lots along a street or private drive. It is based on distance, measured from the beginning point of a street or private drive to the primary access point of structures along it.

400-20.02 Distance Increment Standard.

The standard distance increment shall be 5.28 feet. This will allow for up to 1000 increments, or structure numbers, per mile (5,280 feet) - 500 for each side of the street or private drive.

400-20.03 Odd-Even Standard.

Structure numbers shall be consistently assigned with odd numbers on the left side of the street or private drive and even numbers on the right side as the numbers increase from the designated beginning point. Numbers found in violation of this standard shall be corrected.

400-20.04 Structure Number Sequencing Standard.

Structure numbers shall be consistently assigned in sequential order as the numbers increase from the designated beginning point of the street or private drive. Numbers found out of sequence shall be corrected.

400-20.05 Address Format Standard.

The components of Paulding County addresses are as shown in Table 400.1.

The other components, including the Directional Prefix, Prefix Type, Street Type, Directional Suffix and Unit Designator, will be used in varying configurations as necessary as shown in Table 400.2.

400-20.06 Structure Number Posting Standard.

A.All new homes, mobile homes and other buildings occupied by a single residence or business shall have their official structure number affixed in a manner conforming to the following guidelines:

1.Numerals indicating the structure number assigned shall be posted in a manner as to be legible and distinguishable from the street or private drive from which the property is accessed, with numbers painted or applied of not less than three inches in height. Reflective numbers are recommended.

2.Mail boxes located near the property access point shall be marked with the structure number, with numbers painted or applied of not less than two inches in height. Reflective numbers are recommended.

3.If the structure is not visible from the street or private drive from which it is accessed, and no mail box is located near the property access point, a number post shall be erected beside the access point with the structure number displayed vertically from the top down. Such posts shall be marked with numbers painted or applied of not less than two inches in height.

Reflective numbers are recommended.

B.All new homes, mobile homes and other buildings occupied by multiple residences or businesses shall have their official structure number and unit designator numbers affixed in a manner conforming to the following guidelines:

3.If the structure is not visible from the street or private drive from which it is accessed, and no mail box is located near the property access point, a number post shall be erected beside the access point with the structure number displayed vertically from the top down. Such posts or signs shall be marked with numbers painted or applied of not less than two inches in height. Reflective numbers are recommended.

4.Assigned unit designators shall be posted on or by the front entrance of each unit with numbers painted or applied of not less than two inches in height. Reflective numbers are recommended.

C.All new complexes shall have their official structure number, building numbers and unit designator numbers affixed in a manner conforming to the following guidelines:

1.Numerals indicating the structure number assigned to the complex shall be posted in a manner as to be legible and distinguishable from the street or private drive from which the property is accessed (and addressed), with numbers painted or applied of not less than eight inches in height.

Reflective numbers are recommended.

2.Numerals indicating the building numbers shall be posted on all buildings in a manner as to be legible and distinguishable from the street, private drive, parking lot or inner-complex drive from which the building is accessed, with numbers painted or applied of not less than eight inches in height. Reflective numbers are recommended.

3.Assigned unit designators shall be posted on or by the front entrance of each unit with numbers painted or applied of not less than two inches in height. Reflective numbers are recommended.

D.All existing properties whose addresses are changed shall affix their official structure numbers and building and unit designator numbers (if applicable) in a manner conforming to the guidelines provided in 400-30.05.A, 400-30.05.B and 400-30.05.C.

E.All existing properties are encouraged to affix their official structure numbers and building and unit designator numbers (if applicable) in a manner conforming to the guidelines provided in 400-30.05.A, 400-30.05.B and 400-30.05.C.

§ 400-30

Street Naming Standards

400-30.01 Purpose.

The objective of this section is to detail the procedure and criteria for the naming of roads within the Paulding County Road System. This policy establishes a naming protocol that:

A.Provides guidelines and a consistent process for the naming of County roads;

B.Ensures Alignment with the County’s programs and services;

C.Minimizes confusion for first responders and the Postal Service; and

D.Conforms to recognized standards.

400-30.02 Scope.

The authority for road naming under this section shall remain solely with the Paulding County Board of Commissioners and:

A.Applies only to County roads which are a part of the Paulding County Road System.

B.Does not apply retroactively. Naming arrangements that pre-date this section are not subject to its terms.

400-30.03 Exclusions.

The following road types are excluded from this section:

A.Roads within Paulding County that are part of the State Highway System of Georgia or otherwise under the jurisdiction of the Georgia Department of Transportation;

B.Roads within Paulding County that are a part of Municipal Street System;

C.The renaming of existing county roads which has only become necessary due to road alignment.

400-30.04 Naming Regulations.

The following requirements are established for the naming of streets, private streets and paths.

A.Road names shall be no more than 15 characters, including spaces and suffixes, in order to fit on a typical road name sign.

B.Public road signs must be in white text on a green background. Private road signs must be in white text on a blue background. Refer to the Paulding County Aesthetic Sign Policy for further guidance regarding signage standards.

C.Only a person’s last name may be used as a road name unless additional identification is necessary to prevent duplication with an existing road name in Paulding County or surrounding municipalities.

D.Roads may not be named after a living person.

E.Roads in a foreign language are prohibited.

F.Abbreviations of words or names and initials are prohibited.

G.Special characters in road names such as hyphens, apostrophes or dashes are prohibited.

H.Road names should not be offensive or likely to give offense.

I.A road name combination (primary name and suffix) may be used only once and may not be used in any other alignment.

J.Names that are the same or pronounced the same (homonyms) or similarly with different spellings may be used only once within the county road system (e.g. Purl or Pearl, Erika or Erica, Hines or Hinds).

K.Only the common or correct spelling of road names will be accepted.

L.Road names should not be duplicated, even if the street type is different (e.g.

there should be no other road named Highlands, even if called Highlands Court or Highlands Place). However, up to three variations may be used provided the streets are in close proximity or connected within a single neighborhood.

M.Relationship between the length and the name of road, in order to assist with mapping constraints, short roads should have short names.

N.Streets shall change names only at intersections, municipal boundaries and county boundaries.

O.Only private streets and private easements that provide access to two or more residences or businesses shall be named.

400-30.05 Street Type Standards.

Acceptable street type and their abbreviations shall be identified as provided by Publication 28 – Postal Addressing Standards except:

A.Streets (public and private) may use any acceptable street type except for “Path”.

B.Private easements must use the street type “Path”.

§ 400-40

Subdivision Naming Standards

400-40.01 Selection of Subdivision Name.

The primary name of the subdivision shall not be the same or in any way similar to any name appearing on any recorded plat in the same county as to confuse the records or to mislead the public as to the identity of the subdivision, except when the subdivision is further divided as an additional unit or section by the same developer or the developer's successors in title.
