General Provisions
The Paulding County Water System is responsible for assisting in the oversight, planning, design, construction, dedication and acceptance of developer installed water and sewer utility systems as public infrastructure. The purpose of the Water Systems Standards is to define the minimum requirements for the design and construction of such systems. It shall be the purpose of these standards to:
The Design Standards and Specifications are enacted pursuant to the Constitution of the State of Georgia, Article 9, Section 2, Paragraphs 1 and 3; by the County’s authority to enact regulations and exercise powers granted by local laws; by the County’s planning authority and general police power; and by other powers and authority provided by federal, state and local laws applicable hereto. These regulations shall be known as the “Paulding County Water Standards and Specifications” and may be referred to generally as “Water System Standards and Specifications”.
If any provisions of the Water System Standards and Specifications and any other provisions of law impose overlapping or contradictory requirements, or covering any of the same subject matter, that provision which is more restrictive or imposes higher standards or requirements shall govern. These Water System Standards and Specifications do not relieve a developer from provisions of any other applicable codes, ordinances, or regulations of any agency or department. Any conflicts, errors, or omissions in the approval of any plans shall not relieve a developer from compliance with these specifications, or any other regulatory agency with jurisdiction over the project.
If the Paulding County Water System during plan review concludes that practical difficulties may result from strict compliance with these regulations, a variance from these regulations may be granted, provided that such variance shall not have the effect of nullifying the intent and purpose of these regulations. The representatives of the Paulding County Water System shall make findings based upon the evidence presented to it in each specific case that:

Wherever used in Title 3, Chapters 450-490 or in other Contract Documents, the following terms have the meanings indicated which are applicable to both the singular and plural thereof.
Contractor: Any person of legal entity with whom a contract is made by a developer for the purpose of constructing extensions to the water distribution and/or sanitary sewerage systems.
County: Paulding County, a political subdivision of the State of Georgia, acting by and through its Board of Commissioners.
Developer: Any individual, firm, or corporation who legally undertakes development to construct a water distribution and/or sanitary sewer system.
Developer’s Engineer: The engineer who is hired by the Developer and is in responsible charge of the water distribution and/or sanitary sewerage system design. Developer’s engineer must be licensed by the Georgia State Board of Registration for Professional Engineers and Land Surveyors.
Plan Review Committee: The Paulding County committee approved to regulate and approve Land Disturbance Permits for developments within Paulding County.
Domestic Wastewater: Wastewater from sanitary fixtures such as toilets and urinals.
Flow Sensor: An inline device installed at or near the supply point of the landscape irrigation system that produces a repeatable signal proportional to flow rate.
Grease: A material composed primarily of fats, oil and grease from animal or vegetable sources.
The term fats, oil and grease shall be deemed as Grease by definition. Grease may also include petroleum-based products.
Hazen Williams Coefficient: Abbreviated as C, also called Hazen-Williams friction coefficient, a dimensionless number, is used in the Hazen-Williams Equation. The lower the coefficient, the smoother the pipe is. The higher the coefficient, the less fluid flow is restricted.
Infiltration/Inflow: Groundwater or surface water which leaks or otherwise enters into sanitary sewers through defective pipes, joints, manholes, yard drains, down spouts, sump pumps or by other means or openings.
Landscape Irrigation System: An assembly of component parts that is permanently installed for the controlled distribution of water to irrigate landscapes.
Master Shut-Off Valve: An automatic valve installed at the irrigation supply point which controls water flow into the landscape irrigation system. When this valve is closed, water will not be supplied to the landscape irrigation system.
Paulding County Water System (PCWS): Paulding County Water System Paulding County Water System Engineer: The Paulding County Water System engineer or authorized representative.
Pump Stations (sewer): Pump stations, also referred to as sewer lift stations, are facilities utilizing pumps to move sewer flow.
Residential Equivalent Unit: That portion of a user’s facility that has an impact on the water and/or wastewater systems equivalent to a single-family unit.
Rain Sensor Shut-Off Valve: An electric device that detects and measures rainfall amounts and overrides the cycle of a landscape irrigation system so as to turn off such system when a pre-determined amount of rain has fallen.
Sanitary Sewer Lateral: A pipe that extends from a sanitary sewer main to the public street right-of-way or easement for the purpose of providing sewer service to a parcel.
Sanitary Sewer Main: A gravity sewer line which collects flow from one or more sanitary sewer laterals.
Sanitary Sewer Systems: A network of pipes, pumps, and force mains for the collection and conveyance of wastewater or sewage from a community.
Service Line: The pipe from the public water main to the meter of the customer owned by Paulding County.
Sewage: Refuse liquids or waste matter known as sanitary sewer. OR Human excrement and gray water. Gray water includes household showers, dishwashing operations, etc Sewerage: The removal and disposal of sewage by sewers.
Utility: The combined or unified water and wastewater systems of the County, acting by and through the Paulding County Board of Commissioners.
Wall Castings: A component of ductile iron piping systems specifically designed and fabricated to be imbedded in poured-in-place concrete structures.
Water Distribution System: A network of pipes, valves, and fittings that convey potable water from a water treatment plant to the customers.
Water Main: An underground pipe greater than six inches that is designed to deliver water to multiple customer’s service lines.
Pre-Development Requirements
The Paulding County Water System has the responsibility of ensuring water and sewer services for development and accounts for upcoming capacity needs through availability letters. Each customer, developer, and property owner must be included in allocating resources.
Location of proposed development (identify all adjacent roads that will be used to access proposed development).
Any deviation in the use that would increase density or usage above that evaluated density will automatically void the information provided.
If there are any additional requirements, or if water and sewer capacity are not available, the applicant will be notified in writing via email.
Easements and Deeded Property
A permanent easement is a right granted by an underlying property owner that entitles its holder to a specific use of the property in perpetuity.
permanent easements. “Off-site” permanent easements shall be negotiated and acquired by the Developer/Owner. The Developer/Owner is responsible for all costs of easement acquisition.
Off-site sanitary sewer pumping stations shall be located on property that is platted and deeded in fee simple to the Paulding County. Any roads required to access off-site sanitary sewer pumping stations from the public street right-of-way shall be included as part of the platted and deeded property or given as an access easement at the discretion of the Water System. Deeded property must be provided by the Developer/Owner and conveyed at no cost to Paulding County. The minimum size of deeded property associated with a sanitary sewer pumping station is 100-feet by 100-feet square.
Sanitary sewer pumping station plans shall not receive final approval until deeded property is approved and acquired. The required size of the deeded property may be modified at the discretion of the Paulding County Water System Engineering Manager or his/her designee. For pumping stations within developments, the Developer/Owner shall dedicate the sanitary sewer pump station property in fee simple to Paulding County.
Installation
Water distribution, reuse and sanitary sewerage systems shall be constructed in accordance with Paulding County approved plans and specifications. A set of Paulding County approved plans shall be present on the job site whenever work is being performed on the water distribution and/or sanitary sewerage system, and the plans shall be made available to the Water System Engineering Technician upon request. Installation of water distribution and/or sanitary sewerage systems shall not commence until the Paulding County Plan Review Committee has granted final approval of the construction plans and specifications and the appropriate agency has issued a Development/Land Disturbance Permit. Water distribution and sanitary sewerage systems shall be constructed by a Paulding County Water System approved utility contractor.
Remove excavated material stored over the root system of trees within 30 days to allow proper natural watering of the root system. Repair any damaged tree over three-inches in diameter, not to be removed, under the direction of an experienced nurseryman. All trees and brush that require removal shall be promptly and completely removed from the work area and disposed of by the owner/developer. No stumps, wood piles, or trash piles will be permitted on the work site. The owner/developer may chip and grind vegetation and spread over the disturbed area if approved by the County.
Utility contractors must be licensed by the State of Georgia and approved by Paulding County Water System prior to performing any work on the water distribution and sanitary sewerage system. Utility Contractors can obtain an Approved Contractor Application form at the Paulding County Water System. The Approved Contractor Application requires that the Utility Contractor submit copies of their State Utility Contractor’s License, insurance information, and references.
When the application and references have been reviewed and found satisfactory, the Utility Contractor may be placed on probationary status. When the contractor has successfully completed three projects considered relevant by the Paulding County Water System Director, the Utility Contractor will be placed on the Water System’s Approved Contractors List. Approved Contractors will be re-evaluated as determined by the Paulding County Water System (typically this will be performed on an annual basis). During re-evaluation, if the contractor, in the opinion of the Paulding County Water System, has not consistently performed up to the standards required for an “Approved Contractor”, that Utility Contractor may be removed from the Approved Contractors List. See Policy for prequalification of contractors.
Prior to beginning construction of any water distribution and/or sanitary sewerage system, there will be a scheduled pre-construction meeting with the Paulding County Water System Engineering Technician assigned to the project with Developer/Owner’s field personnel including but not limited to the developer and utility contractor.
Water distribution and sanitary sewerage systems shall be tested at the expense of the Developer/Owner. Testing methods and practices shall be as specified in these Standards and Specification including but not limited to AWWA requirements.
The Developer/Owner shall provide a warranty for the water distribution and/or sanitary sewerage system against all defects in materials and workmanship for a period of 18 months after Conditional Acceptance. This warranty shall be backed by an 18-month cash bond with Paulding County.
During the warranty period, the Developer/Owner shall be responsible for any damage to the water distribution and/or sanitary sewerage system. Any UPC requests prior to final acceptance to locate water and sewer for developer installed infrastructure, all locations shall be based upon developer supplied information.
Any errors or discrepancies in location during the warranty period shall be the responsibility of the developer, until final acceptance of the system. Any emergency repairs to fix the system will include a notice to the Developer/Owner.
The bond will be utilized to reimburse the Water System for the repair.
Connecting to Paulding County Water System
Conditional Acceptance
sewer that is installed and the Developer/Owner shall provide the following items to the Paulding County for review and approval as applicable.
Water will not be left on, and meters will not be set, until all required document and information are delivered to the Paulding County Water System.
acceptance of the water distribution system and/or sanitary sewerage system and/or reuse water system.
Digital Record Drawings shall be prepared in version 14.0 of AutoCAD or later, in PDF format and shall also meet the requirements set forth in Section 420-20.03.
In addition to the Final Plat Requirements listed in Section 310-50.08 developers shall submit two hard copies and one digital file of the Final Plat to the Water System.
All new sanitary sewer lines must be cleaned and visually inspected (using CCTV), to ensure that they are installed correctly and are clean prior to being placed into service. The Paulding County Water System Engineering Technician must be present when the television inspection is conducted, and a copy of the video inspection report must be submitted to the Paulding County Water System.
Prior to acceptance, all new water lines and existing water lines that are affected by the new construction must be disinfected prior to being placed into service. After the Contractor has disinfected the water line in accordance with these Standards and Specifications, the Paulding County Water System Engineering Technician will cause a required water sample(s) to be collected and the samples will be tested by a state certified laboratory at the expense of the Developer/Owner and/or Contractor.
All fees due to the Paulding County Water System shall be paid in full.
Final Acceptance
by Paulding County Water System. The Developer/Owner will be required to correct any deficiencies that are found by the Paulding County Water System. A written list will be compiled and sent to the Owner/Developer of any deficiencies in the water/sewer infrastructure. Upon satisfactory repair of any deficiencies that are found, the Water System will agree to the release the Cash Bond. The release of the Cash Bond will signify final acceptance of the infrastructure.
