Title 3 — Development Regulations, Chapter 510 — Roadway Design and Construction Requirements

§ 510-10

Access

510-10.01 Future Access.

When land is subdivided into larger parcels than ordinary building lots, such parcels shall be arranged and designed so as to allow for the opening of future streets and to provide access to those areas not presently served by streets. The minimum opening to allow for future street access shall be no less than 50 feet or meet the requirements within Table 510.1 Minimum Right-of-Way and Roadway Widths for New Streets and Project Access Improvements.

510-10.02 Guaranteeing Access to Adjoining Parcels.

No subdivision shall be designed so as to completely eliminate street access to adjoining parcels of land. Every development shall be designed to facilitate access to adjoining properties that are developed or anticipated to be developed in a manner substantially similar to the subject property. Locations of interparcel access (as per Chapter 220 Overlay Districts) shall be as required by and subject to the approval of the Paulding County Department of Transportation (hereafter referred to in this Chapter as “PCDOT”). The minimum opening to allow for future street access shall be no less than 50 feet from the street to the property line. The opening to allow for future access may be requested to be wider depending upon the topography of the property, size of adjacent property, etc.

510-10.03 Vehicular Access from Public Street Required.

Any lot required to provide minimum frontage by the zoning district in which the lot is located shall provide vehicular access directly from a public street along the frontage or along any other property line that abuts a public street, except as provided in Sections 310-30.023 and 310-30.03.

510-10.04 Private Streets.

Private streets as may be approved under the provisions of these Regulations or other ordinances or regulations of Paulding County shall be constructed to the roadway construction standards of PCDOT, as contained herein.

510-10.05 Vehicular Access Easements.
A.Vehicular access easements may be provided from a public street indirectly via easement in any one or more of the following circumstances:
1.The property is not required to provide a minimum frontage by the applicable zoning district, provided that the easement shall be in a location and the access driveway shall have a width and alignment acceptable to the Fire and Rescue Inspections Division and PCDOT.
2.The property is a buildable lot of record, as defined herein, but does not meet the minimum frontage requirement of the applicable zoning district.

The property must be served by an exclusive access easement, which shall be limited to the provision of access to only one principal use or structure.

3.The access easement serves a single-family residence on a lot which is otherwise a buildable lot of record, and which is sharing a common driveway with no more than one other single-family residence.
4.The access easement was lawfully established as such under the Code, ordinances or regulations of Paulding County prior to the adoption of UDO Title 3: Development Standards.
5.The access easement coincides with a private roadway approved under the code, ordinances or regulations of Paulding County. All new private roadways must be constructed to the roadway standards of the UDO Title 3: Development Standards, and their ownership and perpetual maintenance responsibility by private party(s) must be clearly established on the Final plat of the development.
6.The access easement serves a buildable lot of record which meets the minimum frontage requirements of Title 2: Zoning of this UDO, but at which point the access is not achieved or prohibited along the available frontage.
§ 510-20

Streets

510-20.01 Street Classification.
A.For the purpose of the street classifications, the count of the number of dwelling units served by a street shall begin at its intersection with another street and continue for its duration throughout the remainder of the development, unless otherwise specified by the Plan Review Committee.
B.Residential Streets are classified as follows:
1.S2 – Streets that serve up to 120 Dwelling Units.
2.S3 – Streets that serve from 121 to 250 Dwelling Units.
3.Any street serving more than 250 Dwelling Units is not classified as a residential street.
4.Roadways with 2,000 ADT or greater
(a)Neighborhood Collector divided 2 lane – Unloaded streets that serve Dwelling Units.
(b)Neighborhood Collector divided 4 lane – Unloaded streets that serve Dwelling Units
510-20.02 Applicable Standards and Specifications.

The latest editions of the following specifications, standards and publications setting the minimum requirements for quality, safety and performance of work and materials form a part of these Regulations as though fully repeated herein:

AASHTO: American Association of State Highway and Transportation Officials (e.g. Geometric Design of Highways and Streets; Roadside Design Guide, etc)

510-20.03 Dedication of Street Right-of-Way.

Right-of-way for all public streets, existing and proposed, shall be dedicated in accordance with the street classifications as shown on the Roadway Classification Map of Paulding County by GDOT on the State Functional Classification Map

510-20.04 Street Improvements.

Streets, whether existing or new, shall be constructed or improved under those circumstances and to the standards as established in these Regulations.

Roadway improvements shall be in accordance with the street classifications as shown on the Roadway Classification Map of Paulding County by GDOT on the State Functional Classification Map, or the Zoning Ordinance, as applicable, or as otherwise required by the Board of Commissioners.

510-20.05 Improvements along Existing Streets
A.Improvements that are required along existing streets require the Design Professional to meet the Standards as identified in Table 510.1 for plan development along the existing Street Network.

Minimum Right-of-Way and Street Improvements for

New Construction.

510-30.01 Right-of-Way and Pavement Widths.

The minimum right-of-way and roadway widths for new and existing streets and project access improvements is listed in Table 510.1.

§ 510-40

General Layout Requirements

510-40.01 Conformance.

The arrangement, character, extent, width, grade and location of all streets shall conform at a minimum to the Comprehensive Transportation Plan, Comprehensive Plan, Title 3 of the UDO, and the Corridor Overlay District.

510-40.02 Streets, Residential.

A Street which provides circulation and access to abutting property in residential areas. They shall be so laid out that their use by through traffic will be discouraged.

510-40.03 Streets, Local (Non-Residential).

A street shown on the GDOT Functional Classification Map which provides access to residential and non-residential developments. Typically an existing street.

510-40.04 Collectors, Residential Developments.

Collectors are divided street designed to handle traffic volumes in excess of normal neighborhood traffic generation, that is configured as a divided street with one or two lanes of traffic in each direction. Collectors also may be provided as central routes within large residential subdivisions, where appropriate to the design, based on project traffic demands exceeding 2000 trips per day (ADT). Driveways will not be allowed along any Boulevard classification roadway.

510-40.05 Cul-de-sac Streets.
A.Dead end streets designed to have one end permanently closed shall provide a circular cul-de-sac turnaround and may be no more than 2000' in length.

Additional length necessitated by topography or property configuration may be approved by PCDOT.

B.Non-residential cul-de-sacs shall have a 60’ paved radius.
C.Hammer Head style cul-de-sacs are discouraged from use and will only be allowed in limited cases with approval from PCDOT as well as the Fire Department.
D.Eyebrow cul-de-sacs shall not be allowed.
E.The length of a cul-de-sac street shall be measured from the center of the cul-de-sac back to the center of the originating intersection.
F.Circular cul-de-sacs shall conform to the layout and dimensional requirements as notated herein.
G.Landscaped island shall not be allowed unless the HOA will maintain the island and landscaping. Installation is at risk of PCDOT requiring removal and area to be paved to meet PCDOT standards. Reference Title 3 Chapter 510-30.05.B.
510-40.06 Other Dead-End Streets.
A.Stub streets shall be built in all cases where adjacent lots have potential for development and shall meet minimum standards for a Local Residential S2 Street.
B.A dead-end street shall be provided to the boundary of a subdivision where necessary to provide access to a land-locked abutting property, for planned continuity of future circulation, for improved access for public safety vehicles or for the extension of public water or other utilities to neighboring lands. Such dead-end streets shall be designed so as to allow their reasonable extension, and shall be located so as to be reasonably incorporated into a street design for the neighboring property. The stub street requirement may be waived by PCDOT under extenuating circumstances.
C.Dead end streets on abutting property shall be extended into a proposed subdivision and incorporated into the street design of the development. This requirement may be modified by PCDOT in cases of serious topographical hardship or dissimilar zoning which would create unacceptable land use conflicts between the two developments. This modification may be conditioned on the provision of easements necessary for the extension of public utilities, the provision of cul-de-sac or other permanent turnaround on the dead-end street, or the removal of the dead-end street back to its nearest intersection.
D.Where a dead-end street (other than a cul-de-sac) serves more than two lots, the developer shall be required to provide a temporary vehicular turnaround within the right-of-way. This requirement may be waived if extension of the dead-end street is approved and under construction prior to its inclusion in a final plat.
E.Where a street dead ends at the property boundary and the street exceeds 1000 feet in length, a permanent cul-de-sac shall be required. In this situation, right-of-way to the property boundary shall be required, but the pavement shall not be extended to the property boundary beyond the edge of the paved cul-de-sac turnaround. In no case shall a dead-end street exceed 2000 feet in length unless approved by PCDOT due to unusual topographic conditions or property configuration.
E.In residential subdivisions, a dead end (“stub”) street required under Section 220.20.11 to provide access to an abutting property may be exempt from construction of roadway improvements and public utilities under the following circumstances:
1.No lot within the proposed subdivision will gain access from the “stub”

street.

2.A Concept Plan has not been submitted or approved on the neighboring tract.
3.The “stub” street shall be fully designed as part of the construction plans.

However, the right-of-way shall only be cleared and rough graded in accordance with the approved plans and all disturbed areas grassed.

4.Connections for future extension of all public utilities shall be constructed as part of the subdivision. Curb returns shall be constructed as part of the subdivision. Curb returns shall be provided to the future “stub” street roadway location, and curb and gutter shall be installed across the roadway stub at the right-of-way line (extended).
5.The right-of-way for the “stub” street shall be dedicated as part of the final plat. Slope easements or construction easements, if required by the street design, shall be shown on the final plat and reference a future development connection.
510-40.07 Service Roads.

Where a development borders on or contains a railroad right-of-way, or limited access highway right-of-way or major thoroughfare, a public street may be required to be constructed and dedicated within the development approximately parallel to and on each side of such right-of-way.

510-40.08 Reserve Strips.

Land in private ownership adjacent to public rights-of-way which could control or are intended to control access to streets, alleys, or public lands shall not be permitted unless their control is given to the County under ownership, dedication, or easement conditions approved by the County Attorney or acceptable to PCDOT. No development shall be designed so as to deny access to abutting properties.

510-40.09 Alleys.

Alleys shall not be provided except where the subdivider produces evidence satisfactory to the Development Control Committee and and/or the Development Control Committee PCDOT of the need. In the event PCDOT approves a design that proposes alleys, the alley shall be constructed as though it were a local street, remain private, and PCDOT will have no maintenance jurisdiction.

510-40.10 Street Jogs.
A.Within residential developments on Street Classifications equal to or lower than S3, Streets shall either directly align or have offsets of a minimum of 125 feet as measured between radii to radii of said street.
B.Access onto the County Road network or roadways classified greater than S3 shall utilize GDOT’s Spacing Criteria for Driveways, Public Roads and Side Streets to determine the spacing if the streets cannot directly align.
§ 510-50

Specifications

510-50.01 Street Specifications.
A.Unless otherwise specifically set forth herein, all of the materials, methods of construction and workmanship for the work covered in reference to street construction shall conform to the latest specifications of the Georgia Department of Transportation (Georgia DOT).
B.Developer must provide a stamped paper set (24 by 36 inches) of approved plans to PDOT 72 hours before a preconstruction meeting with a PDOT inspector can be scheduled.
C.At the PDOT preconstruction meeting, the owner/ developer/ developer representative shall provide a contact list of all contractors and subcontractors (e.g. grading, curb and gutter, drainage, paving, testing).
D.A minimum of 48 hours’ notice is required to schedule any PDOT inspection.

Work completed without inspection, failure to comply with PDOT’s recommendations after inspection, or working without PDOT knowledge may prompt a Stop Work Order” to be issued. The County also has the right to have the developer to re-do work completed without proper inspections at the owner/ developers own cost.

510-50.02 Drainage Specifications prior to Final Acceptance.

Before PCDOT will accept structures such as bridges, arches, box culverts, etc., the developer is to provide copies of the following documents that are certified by a professional engineer licensed by the State of Georgia and meeting Georgia DOT specifications:

A.Overall Project Plan
B.Hydrologic and Hydraulic (H&H) Study for structures at stream crossings
C.Bridge Foundation Investigation
D.Scour Report
E.As-built bridge plan (this includes the actual elevation of the bottom of footings and tip of the pile)
F.Bridge construction inspection reports including (but not limited to):
1.Inspector
2.Materials
3.Concrete Cylinder Break
4.Quality Assurance reports
§ 510-60

Subgrade Preparation for All Streets

510-60.01 Procedures & Requirements for Subgrade Preparation.
A.Subgrade preparation shall be in accordance with Georgia DOT specifications and these Regulations. Sub-grade preparation for streets shall meet and pass proof roll testing. Density testing may be required by inspector. Inspector shall be on site for testing. If testing is completed with inspector on site, any additional testing requirements will be at the Developers cost.
B.If any sections of the subgrade are composed of topsoil, organic or other unsuitable or unstable material (the top 12 inches less than 100 cubic pounds), such material shall be removed and replaced with suitable material and then thoroughly compacted as specified for fill or stabilized with stone or a geo-textile, geo-grid or other suitable materials approved by PCDOT.
C.Fill shall be placed in uniform, horizontal layers not more than eight inches thick (loose measurement). Moisture content shall be adjusted as necessary to compact material to 95% of maximum dry density except for the top twelve inches, which shall be compacted to 100% of maximum dry density.
D.After the earthwork has been completed, all storm drainage, water, and sanitary sewer utilities have been installed within the right-of-way as appropriate, and the backfill in all such ditches thoroughly compacted, the subgrade shall be brought to the lines, grades and typical roadway section shown on the plans.
E.Utility trenches cut in the subgrade shall be backfilled as specified herein.

Compaction tests at the rate of one per 150 feet of trench shall be provided to verify compaction.

F.The subgrade must pass roll testing prior to placement of the base material.

With the approval of PCDOT, a geo-textile or grid may be used to stabilize a subgrade that does not pass proof-rolling.

G.When the street is to be used for construction traffic before the paving work is completed, a layer of stone (except crusher run) shall be laid as a traffic surface. This material shall not be used as a part of the base material. It may be worked into the subgrade, or it shall be removed before the base course is set up for paving.
H.Provisions shall be made to drain low points in the road construction when the final paving is delayed. A break in the berm section is required when the curbing has not been constructed. Once curbing has been installed, a three-inch notch in the curb at the throat section of the low point inlet shall be cut to the depth of the binder course to provide drainage. No areas of ponding shall be created. After the final pavement surface coat has been applied, the notch shall then be filled in.
§ 510-70

Base Preparation and Paving Application

510-70.01 Streets within a Residential Subdivision (S2 and S3).
A.Asphalt Streets – The following materials shall be used:
1.Crushed stone base - The base course shall consist of at least eight inches of graded aggregate base, which shall be thoroughly compacted and brought to proper section. For sections less than four feet wide, eight inches of Class “B” concrete base (five inches) on local and minor collector streets) and one and a half (1½”) of 9.5 mm or 12.5 mm topping shall be required.
2.98% base compaction required on all graded aggregate base.
3.Upon inspection and approval by the DOT inspector, the base shall be primed with 0.25 gallon of R.C. 70 per square yard and cured for three days prior to paving.
4.Upon final approval of base course, two inches of 19 mm binder shall be applied.
5.The final one and a half inch of 12.5 mm top course shall be applied after 75% of the houses on the street have been built.
6.Prior to application of top course, base course shall be inspected and repaired.
7.Prior to applying the top course, a tack coat shall be applied to the binder course at a rate of 0.05 gallons per square yard. PCDOT shall approve type of tack prior to placement.
8.All asphalt shall be compacted to 95% Standard Proctor.
9.Prior to the final platting of any development with public or private streets, asphalt cores will be taken as described below:
(a)For each street, a minimum four-inch diameter asphalt core sample will be taken for each five hundred lane feet of travel lane, or one per travel direction if the street length is less than three hundred feet. One core sample should be taken from each deceleration lane if a part of the development.
(b)If the core sample is found to be deficient in overall thickness greater than 1/8 inch, then additional cores will be taken in both directions away from the original core at fifty-foot intervals until a core with minimum required plan thickness is obtained.
(c)Each core sample thickness will then be averaged with all the core samples from the same street to obtain an overall average street pavement thickness. If the overall pavement thickness is deficient by 1/8 inch from the required plan thickness, then corrective measures will have to be taken or bonded prior to the final plat being recorded
(d)Core data will be collected utilizing an independent testing company of the Owner / Developer choice, with all data being furnished to the Department of Transportation directly from the testing firm. Once the data has been collected, the Owner / Developer will make a proposal for the Department of Transportation’s approval as to how any corrective work will be accomplished.
10.All asphalt job-mix formulas and application methods, including equipment operations, shall conform to the most recent version of the Georgia DOT Standard specifications Construction of Transportation Systems.
510-70.02 Nonresidential Developments.
A.These standards shall apply to new local and minor collector streets in nonresidential subdivision and other nonresidential projects.
B.Asphalt Streets – The following materials will be used:
1.Crushed stone base - The base course shall consist of at least eight inches
ten inches of graded aggregate base, which shall be thoroughly compacted and brought to proper section.
2.98% base compaction required on all graded aggregate base.
3.Upon inspection and approval by the DOT inspector, the base shall be primed with 0.25 gallon of R.C. 70 per square yard and cured for three days prior to paving.
4.Upon final approval of base course, two – five inches of 19mm binder shall be applied.
5.The final one and a half inch of 9.5 mm or 12.5 mm top course shall be applied after 75% of the buildings on the street have been built.
6.Prior to application of top course, base course shall be inspected for damage and all repairs made.
7.Prior to applying the top course, a tack coat shall be applied to the binder course at a rate of 0.05 gallons per square yard. PCDOT shall approve type of tack prior to placement.
8.All asphalt shall be compacted to 95% Standard Proctor.
9.Prior to the final platting of any development with public or private streets, asphalt cores will be taken as described below:

Once the data has been collected, the Owner / Developer will make a proposal for the Department of Transportation’s approval as to how any corrective work will be accomplished.
10.All asphalt job-mix formulas and application methods, including equipment operations, shall conform to the most recent version of the Georgia DOT Construction of Roads and Bridge Manual.
510-70.03 Alternatives.
A.Soil Cement may be considered as an alternative to the specification required within Table 510.2 Roadway Paving Sections. A request to utilize soil cement must be submitted to PCDOT. Once the request has been approved, an engineering analysis must be submitted to PCDOT by a Geotechnical Consultant who has been GDOT Pre-Qualified, for review and approval prior to installation in the field. If PCDOT has not approved the engineering analysis and/or a section is utilized that has not been approved by PCDOT, the developer will be required to correct the defect as per the specifications.
B.An alternative Pavement Section may be provided for PCDOT consideration.

This alternative Pavement Section must be submitted to PCDOT with an engineer’s analysis and recommendation for PCDOT consideration. The analysis shall follow the GDOT pavement design tool.

510-70.04 Degradation of Base Preparation and Paving Application.

If at any point a development, or a phase of a development, does not progress within two years once any phase of the base preparation or paving applications have begun, then PCDOT will provide an updated punch list to the developer and/or builder(s) regarding the infrastructure (e.g. GAB, pavement, deep patching requirements, pavement requirements, curb and gutter, sidewalk, street lights, storm system, etc.) deficiency’s and required improvements.

§ 510-80

Required Paving Sections

510-80.01 Construction Standards.

All roads shall be constructed in accordance with specifications prepared by Georgia DOT, or, if no design has been prepared, to the following standards as indicated by Table 510.2.

§ 510-90

Curb and Gutter

510-90.01 General.
A.All new streets and project access improvements shall be provided with curb and gutter except in subdivisions with all lots one acres or larger, where swale ditches may be provided in lieu of curb and gutter, or as specified in Title 2:

Zoning of the UDO. All gutters shall drain positively with no areas of ponding.

B.A determination may be made by PCDOT that curb and gutter is not required along existing roadways.
C.Rollback curb is not permitted by PCDOT.
D.Inferior workmanship or unprofessional construction methods resulting in unacceptable curb and gutter will be cause for rejection of the finished work.

Disturbed areas along all curbing shall be back-filled, stabilized, and grassed.

510-90.02 Residential Curbing S2 and S3 Streets.
Residential curbing shall meet the following requirements:
A.Concrete shall be Class “B” (as defined by Georgia DOT).
B.Typical minimum section shall be 6 inches x 24 inches x 12 inches with 12 inches of GAB beyond the back of the curb and depth of crush stone base same as the roadway.
C.Vertical (L-Back) curbing should be required in subdivisions where sidewalks are present and may be used in other areas at the option of the subdivider.
510-90.03 Industrial or Commercial Curbing.

Industrial or commercial curbing shall meet the following requirements:

A.Concrete shall be Class “B” (as defined by Georgia DOT).
B.Typical minimum section shall be 8 inches x 30 inches x 14 inches with 12 inches of GAB beyond the back of the curb.
C.Vertical curbing only (L-back) unless utilized along roadways with speeds 45 mph or greater where Type 7 curb and gutter shall be utilized and meet GDOT Standard 9032B.
510-90.04 Neighborhood Collector and Existing Streets Curbing.

Neighborhood Collector Streets and Existing Streets curbing shall meet the following requirements:

A.Concrete shall be Class “B” (as defined by Georgia DOT).
B.Typical minimum section shall be 8 inches x 30 inches x 14 inches with 12 inches of GAB beyond the back of the curb and depth of crush stone base same as the roadway.
C.Vertical (L-Back) curbing shall be required in subdivisions where sidewalks are present and may be used in other areas at the option of the subdivider.
D.Vertical curbing only (L-back) unless utilized along roadways with speeds 45 mph or greater where Type 7 curb and gutter shall be utilized and meet GDOT Standard 9032B
510-90.05 Construction Methods.
A.Curb and gutter shall be set true to line and grade, and finished to the section shown on the plans. Line and grade shall be set by developer’s engineer or surveyor every 50 feet, and within 100 feet in both directions from all low points.
B.½ inch expansion joints or pre-molded bituminous expansion joint material shall be provided at all structures and radius points and at intervals not to exceed 80 feet in the remainder of the curb and gutter.
C.Installation of driveways in existing curb should use the cut method to provide a smooth cut line in the existing curb line to prevent separation of the driveway from the curb.
D.Inferior workmanship or unprofessional construction methods resulting in unsightly curb and gutter, poor drainage, or areas of ponding will be cause for rejection of finished work.
E.Disturbed areas along all curbing shall be backfilled, stabilized and grassed.
F.Along the project access improvements of a road which PCDOT has identified for resurfacing within one year of the new construction, the grade of the new gutter shall be placed 1½ inch above the project access Improvement pavement grade in areas where drainage will not be adversely affected.
G.All special curbing designs (center islands, etc.) shall be individually approved by PCDOT.
§ 510-100

Roadway Drainage

510-100.01 Georgia DOT Specifications Apply.

Unless otherwise specifically set forth herein, all of the materials, methods of construction, and workmanship for the work covered in reference to storm water conveyance facility construction shall conform to the most recent Standard Specifications of the Georgia DOT. All reports and inspections to be provided to PCDOT and the Development Division of Community Development.

510-100.02 Sizing and Locating Drainage Structures.

Sizing and location of all drainage structures shall be the responsibility of a professional engineer, registered land surveyor, or landscape architect registered by the State of Georgia, subject to approval by PCDOT.

510-100.03 Drainage Structures requiring Special Designs
A.When special design culverts or arches are designated as the drainage structure, the owner/developer shall be required to retain a qualified design firm to design the identified structures under new roadways. The owner/developer will also be required to utilize a 3rd party professional inspector or the engineer of record to oversee all permitting, testing and inspections who will also sign off on the design and construction of the structure. The special design structures must meet all Georgia DOT Standards and Specifications.
B.PCDOT may require that special design culvert and arch plans be submitted to Georgia DOT for review and concurrence.
C.Prior to final acceptance the minimum requirements set forth in Section 510-50.01
D.Drainage Specifications prior to Final Acceptance.
510-100.04 Roadway Drainage Design.

All roadway drainage shall be designed in accordance with the minimum standards set forth in Chapter 340.

510-100.05 Design of Other Improvements.
A.All inlets and drainage structures shall be designed by the developer’s engineer or registered surveyor to state highway standards and subject to final approval by PCDOT.
B.The 100-year pooling limits and elevations of all inlets should be shown on plans as well as final plats.
510-100.06 Bridges.
A.Should a bridge ever be required, the owner/developer shall be required to retain a qualified design firm to design the bridge for new roadways. The owner/developer will also be required to utilize a 3rd party professional inspector or the engineer of record to oversee all permitting, testing and inspections who will also sign off on the design and construction of the structure. The bridge must meet all FEMA and Georgia DOT Standards and Specifications.
B.PCDOT may require that bridge plans be submitted to Georgia DOT for review and concurrence.
C.Prior to final acceptance the minimum requirements set forth in Section 510-50.02 Drainage Specifications prior to Final Acceptance.
510-100.07 Materials.

All structures are to be cast in place concrete, precast concrete, or brick construction in accordance with Georgia DOT standard detail.

Utilities

510-120.01 Installation of Utilities.
A.All utility systems, including water, sanitary sewer, gas, electric, phone, fiber optics, and cable TV, along with component parts, structures, appendages and materials shall be designed as set forth in Title 3: Chapter 540 of this UDO.
B.Sanitary Sewer Manholes (manhole, riser, collar system) that are within the roadway are to be cored in place
C.All utilities and storm drain facilities within the curbs shall be installed and the ditches backfilled and thoroughly compacted before any pavement or base is installed.
D.Once the base has been placed, all further installation of utilities under the roadway shall be bored or otherwise comply with street cutting requirements shown in Title 3: Chapter 520 of this UDO.
E.All utility boxes and valve boxes shall be brought flush to the finished grade within the roadway shoulder and outside sidewalk.
F.All utility locations on a county road shall adhere to Title 3: Chapter 540 of this UDO.
G.All utilities being installed within a new development shall be located per the Standard PCDOT Detail for Utilities.
§ 510-130

Sidewalks and Recreation Path

510-120.01 Sidewalks and Curb Ramps.
A.Sidewalks and curb ramps shall be required in all subdivisions within a one-mile driving distance of any existing public school or public park site. The required location of sidewalks for such subdivisions shall also include its frontage along a county, city or state road.
B.In addition to Section 510-120.01.A above, sidewalks and curb ramps shall also be required in all subdivisions that have frontage along a county or state road that has sidewalks. Subdivision must tie into existing sidewalk on same side of the roadway.
C.Sidewalks and curb ramps may also be required as identified Title 2: Zoning Ordinance of this UDO.
D.Sidewalks and curb ramps provided voluntarily by a builder or developer shall meet the design and location standards required herein. The builder or developer shall secure authorization from PCDOT prior to installation.
510-120.02 Recreation Paths.

Recreation paths shall be required as identified Chapter 70, Article IV of the Code of Paulding County, Georgia.

510-120.03 Location Standards.
A.Sidewalks, Recreation Paths and curb ramps shall be required adjacent to one side of internal subdivision streets, which shall be the side opposite the water line unless otherwise required (e.g. Title 2: Zoning of this UDO, condition of zoning approval, etc.), which is typically on the north or the east side of the street.
B.Sidewalks, Recreation Paths and curb ramps shall be required adjacent to deceleration lanes along total property frontage.
C.Developers shall connect proposed sidewalks on developed property to the adjacent property’s sidewalk.
D.Sidewalks, Recreation Paths and curb ramps shall be required adjacent to the perimeter of cul-de-sac turnarounds.
E.ADA accessibility ramps shall be located at roadway crossings to connect sidewalk.
510-120.04 Design Standards.
A.Sidewalks, Recreation Paths and curb ramps shall be constructed in accordance with the design standards contained in this Subsection unless a modification is granted by PCDOT.
B.Sidewalks, Recreation Paths and curb ramps shall be located two feet from the back of curb, separated from the curb by a green strip. Where no curbing exists or proposed road improvements are anticipated, sidewalks and recreations paths shall be placed in a location acceptable to PCDOT, however no less than five feet to the edge of pavement.
C.All new Sidewalks, Recreation Paths and curb ramps shall match and provide a smooth transition to any existing sidewalks with no steps.
D.Sidewalks (25 mph roadway) shall be constructed of concrete and shall be a minimum of five- feet in width and four inches thick. Concrete shall be Class “A” (as defined by Georgia DOT). Sidewalks adjacent to schools, parks or any other pedestrian facilities, as well as adjacent to acceleration/deceleration lanes shall be six-feet in width.
E.Recreation Paths (30 mph roadway or higher) shall be constructed of concrete and shall be a minimum of six feet in width and four inches thick. Concrete shall be Class “A” (as defined by Georgia DOT”.
F.Curb ramps shall be provided at all curb termini and shall be a minimum of four- feet in width exclusive of flared sides.
G.Expansion material shall be provided every 80’ and at all driveways and drainage structures.
H.All sidewalks and recreation paths shall meet ADA requirements.
I.Disturbed areas resulting from sidewalk construction shall be backfilled, stabilized and grassed.
J.All sidewalk and recreation path typical designs shall carry thru the limits of the driveway.
K.Cross slope. Sidewalks shall be constructed with a cross slope of 0.25 inch per foot. Sidewalks shall maintain this cross slope at driveway crossings or transition the sidewalk to a driveway with ramps and detectable warnings.
L.Zoning Districts provide guidance on sidewalk and/or recreational paths. Each development shall be checked to verify sidewalk requirements.
510-120.05 Installation Deadlines.
A.Sidewalks and Recreation Paths required on residential building lots shall be installed prior to issuance of a certificate of occupancy for each individual dwelling.
B.Sidewalk and recreation path installation must be clarified on the plan set as to who will build it in green space, open space, HOA areas, or other areas where the builder will not be responsible for sidewalk installation. These areas of sidewalk and recreation paths must be built prior to final plat being signed.
§ 510-140

Traffic Control

510-140.01 General.

All traffic control devices including signs, signals and markings shall be installed in accordance with the most current edition of the Manual on Uniform Traffic Control Devices.

510-140.02 Work Zone Safety.
A.All storage of materials, excavation, backfilling, pavement removal and replacement, clean- up and grassing shall be in strict accordance with the applicable state or county regulations. It shall be the contractor’s responsibility to determine the exact requirements of the authority having jurisdiction over the right-of-way. No highway, road or street shall be closed to traffic without authorization from the proper authority. The contractor shall provide suitable lights, signs, barricades and flagmen to ensure the safety of pedestrian and vehicle traffic and workmen to protect the work.
B.The contractor shall coordinate the closing of any street at least 10 working days in advance with PCDOT electronic permitting portal https://pauldingcounty.portal.iworq.net/portalhome/pauldingcounty or at (770)

C.The contractor shall provide, erect and maintain all necessary barricades, suitable and sufficient lights and other traffic control devices; shall provide certified flaggers where necessary to direct traffic; and shall take all necessary precautions for the protection of the work and safety of the public.
D.Placement and removal of construction traffic control devices shall be coordinated with PCDOT.
E.Placement of construction traffic control devices shall be scheduled ahead of associated construction activities. Construction time in street right-of-way shall be conducted to minimize the length of time traffic is disrupted.
F.Construction traffic control devices shall be removed immediately following their useful purpose. Traffic control devices used intermittently, such as “Flagmen Ahead,” shall be removed and replaced when needed.
G.When working within Paulding County rights-of-way, provide trained and certified flag people who have completed a training program approved by the Georgia DOT.
H.Existing permanent traffic control devices within the construction work zone shall be protected from damage due to construction operations. All damaged traffic control devices requiring temporary relocation due to construction shall be located as near as possible to their original position. Their original position shall be measured from permanent reference points and recorded in a permanent log prior to relocation. Temporary locations shall provide the same visibility to affected traffic as the original position. Relocated permanent traffic control devices shall be reinstalled in their original positions as soon as practical following construction in the affected location. Construction traffic control devices shall be maintained in good repair, clean and visible to affected traffic for daytime and nighttime operation. Traffic control devices affected by the construction work zone shall be inspected daily.
I.Construction warning signs shall be black legend on an orange background.

Regulatory signs shall be black legend on a white background. Construction sign panels shall meet the minimum reflective requirements of PCDOT. Sign panels shall be of durable materials capable of maintaining their color, reflective character and legibility during the period of construction.

510-130.03 Signs.
A.Street name signs and stop signs shall be installed as per the approved street layout provided by the Traffic Operations Division at all intersections within a development. All intersections shall contain a minimum of two street name signs and stop signs as appropriate for the intersection. Street name signs shall have at a minimum nine-inch green background with six-inch white legends for 25 mph roadways. The minimum shall be 12-inch green background with nine-inch white legends for roadways that are designed for 30 mph speeds and above. Signs shall be mounted on three pound, 12 foot galvanized U-channel posts.
B.The location of all street signs shall be in accordance with the MUTCD.
C.A “Speed Limit” sign shall be posted at each development entrance. Speed limits shall be set by PCDOT.
D.All required permanent signs shall be installed by PCDOT. The developer shall pay for materials and installation prior to Final plat approval.
E.If the developer elects to utilize a private contractor for the permanent sign installation, then the private company must submit plans to PCDOT for review and approval prior to installation. This must take place prior to Final plat approval.
H.If a decorative sign and post installation is desired by the developer and approved by PCDOT, the developer or homeowner’s association shall be responsible for the installation and perpetual maintenance thereof. Failure to comply with County maintenance requirements at any time will result in the County taking over such maintenance with the installation of standard signs and posts. Reference Chapter 560 for the Decorative Sign Post Policy.
I.The developer shall be responsible for the installation of a temporary stop sign and street name sign at the entrance/exit of the development prior to final plat approval. On local residential streets, signs can be provided by PCDOT for a fee.
510-130.04 Pavement Markings.
A.The developer shall be responsible for the installation of all striping and pavement markings. All required striping, within existing right of way, must be complete per approved development plans prior to approval of the Final plat.
B.Temporary stripping must be placed within 48 hours of final top coat being placed. Owner/ developer/ contractor shall meet with PCDOT to have pre-lined prior to temporary stripping being placed.
C.Thermoplastic shall not be placed before 14 days of top coat being installed.
D.Thermoplastic shall be used for all permanent striping and pavement markings.
E.If Raised Pavement Markers existing prior to access improvement, the developer will be responsible for replacing back per the most current GDOT and MUTCD standards.
F.All striping shall be done in accordance with the most current edition of the Manual on Uniform Traffic Control Devices.
510-130.05 Traffic Signals.
A.Where required, traffic signals will be installed at the developer’s expense.
B.Signals shall be constructed to meet GDOT and PCDOT Specifications and requirements.
C.All work will be in accordance with approved signal design.
D.Traffic signals must be in full operation prior to acceptance by the County.
510-130.06 Street Lights.

As set forth in Chapter 550, the installation of all street lighting fixtures within County right-of-way must be approved by PCDOT prior to such installation. Street lights shall be provided as per Zoning District requirements by the developers of all new subdivisions or other developers utilizing roads or any combination, unless waived.

A.Public Streets. The applicable power company will design a lighting layout and submit it to Paulding DOT for approval. Upon approval, the developer will pay PCDOT for all both 12 months energy cost plus 10% administrative fee and installation cost of street lights, including poles, fixtures, and related items or materials necessary for installation. costs associated with the installation and 1st year energy costs. Building permits and water meters will not be issued until this requirement is satisfied.
B.Private Streets:
1.The applicable power company will design a lighting layout and submit it to Paulding DOT for review. Upon approval, the developer will submit proof of payment to PCDOT for all costs associated with the installation of the street lights.
2.Street Light payments, reporting, etc. will be the responsibility of the Home Owners Association or developer or the developer.
§ 510-150

Roadway Design

510-150.01 Street Grades and Design Speeds.
A.Minimum grade for all streets shall be 2 percent. All Streets that are a collector classification or higher within new residential developments or along existing streets must conform with AASHTO A policy on Geometric Design of Highways and Streets current edition.
B.Minimum grade of less than 2 percent on a local street may be approved by PCDOT, based on adequate engineering designs, where at least 2 percent cannot reasonably be achieved due to topographical limitations imposed by the land. In such cases, a Record Drawing and such computations as necessary shall be provided after construction to establish that the street will drain in accordance with these Regulations. Street sections where unacceptable pooling, excessive spread at catch basins or other hazardous conditions occur shall be reconstructed or otherwise improved to eliminate such conditions.
C.Minimum vehicle design speeds and maximum grades allowable in Paulding County by street classification shall be as shown in Table 510.3.

B.All new private streets shall adhere to the standards referred to in Section 510-150.03.A, except that where ownership of the common residential development and street(s) are in the single entity, Local Residential S2 street classifications are permitted to have a horizontal curve minimum radius of 50 feet, provided that the overall street design and layout does not promote a speed greater than 30 MPH throughout the development.
B.Roadway edge curves shall be provided for tangent runout (bringing edge from a normal crown to centerline elevation) and super elevation runoff (from the end of tangent runoff to the point of design super elevation) in accordance with design standards of AASHTO, latest edition.
C.Widening section along existing streets shall be designed reflecting existing curvature and super elevation, if any, unless the existing street has been included in a specific design by the County or Georgia DOT, which calls for different standards, in which case the project will be coordinated with the overall design.
D.Tangents and Compound Curves - Between reverse horizontal curves there shall be not less than the minimum centerline tangents shown in Table 510.6 unless otherwise specified by AASHTO, latest edition. Compound radii curves are prohibited. For compound circular curves, the ratio of the flatter radius to the sharper radius shall not exceed 1.5 to 1.

510-150.05 Horizontal and Vertical Clearances.
A.Horizontal Clearances
1.A shoulder of no less than twelve feet from the back of curb or edge of pavement, appropriately graded and having gentle slopes of not more than 0.5 inch per foot and rounded cross-sectional design shall be maintained along all residential streets. Beyond the shoulder but within the right-of-way, slope shall not exceed one foot of rise for each three feet of horizontal distance on a cut slope, and one foot of fall for each three feet of horizontal distance on a fill slope.
2.A shoulder of no less than six feet from the back of curb or eight feet from the edge of pavement, appropriately graded and having gentle slopes of not more than one-half inch per foot shall be maintained along all existing through streets. Beyond the shoulder but within right-of-way, ditches with a slope not to exceed one foot of rise for each four feet of horizontal distance for the foreslope and a slope not to exceed one foot of rise for each two feet of horizontal distance for the backslope shall be appropriately graded.
3.A shoulder over a culvert crossing on any classification roadway shall maintain a minimum of 10-feet from the back of curb or 12-feet from edge of pavement
4.All shoulders on local streets shall be appropriately graded before final plat signature.
5.Along all local streets, a clear zone shall be provided for a minimum distance of six feet from edge of travel lane wherein nothing may be located above ground level except traffic/street signs, public utility structures and mail boxes.
6.Streets classified as Collector or higher must meet AASHTO Roadside Design Guide, latest edition clear zone requirements.
7.At selected locations, such as the outside of a sharp curve a wider clear zone with greater horizontal clearances provided to any roadside obstruction may be required.
8.PCDOT, in accordance with O.C.G.A 32-6-51, is authorized to remove or direct the removal of any sign, signal, device, or other structure erected, placed, or maintained on the right-of-way of a public road which because of its nature, construction or operation, constitutes a danger to, or interferes with the vision of, drivers of motor vehicles.
B.Vertical Clearance at underpasses shall be at least 16 feet over the entire roadway width.

§ 510-160

Street Intersections and Driveway Throats

510-160.01 Angle of Intersection.

Intersections shall generally be at 90° angles and shall not be at an angle of less than 85° unless approved by PCDOT, nor less than 80° unless the intersection is signalized, in which case the angle of the intersection may be reduced subject to the review and approval of PCDOT.

510-160.02 Intersection Spacing.
A.The placement of the first interior drive which intersects the driveway from a county-maintained roadway should be as far as possible from the road for safe, more efficient operation. The distance between the roadway traffic and the first internal movement shall be a minimum of 200 feet as referenced in the Georgia Department of Transportation Regulations for Driveway Encroachment Control Manual, Figure 3-1.2. Lots less than 500 deep should maintain, a minimum distance of 100 feet. The distance required should be maintained or increased so as to avoid interference with the mainline traffic flow for large sites with high volumes, heavy truck traffic, and on high volume roadways. If no other design alternatives exist and interior drives are proposed which do not meet minimum spacing, the left turning movement should be restricted with a raised barrier. Site planning should be done such that Interior Driveways accommodate the right of way at least 100 feet of storage.
B.Developments should be limited to one driveway access on county-maintained roadways. Additional driveways may be permitted subject to review and approval of the Paulding County Department of Transportation.
C.Intersections along collector roads or higher classification should be located a minimum of 330 feet from the nearest intersection for a right in right out driveway or 660 feet from the nearest intersection for a full access driveway.
510-160.03 Driveway Throat Length.
A.The length of driveways or driveway “throat length" shall be designed in accordance with the anticipated storage length for entering and exiting vehicles to prevent vehicles from backing into the flow of traffic on the public street or causing unsafe conflicts with on-site circulation. Measurement should be from radii to radii.
B.Throat-length should be determined on a case-by-case basis. Generally adequate driveway throat lengths, by intersection type, are listed in Table 510.7;

the individual driveway.

510-160.03 Intersection Approaches:

Horizontal Alignment.

A.New residential S2 streets that approach an intersection with a street in a category higher than itself on a horizontal curve having a centerline radius less than 240 feet shall provide a tangent section of roadway at least 30 feet long. Collectors or residential S3 streets approaching an intersection with a higher classification roadway on a horizontal curve having a centerline radius of less than 550 feet shall also provide the 30 feet tangent section. The tangent length shall be measured along the centerline of the street, from the right-of-way line of the intersection street, extended, to the point of tangency with the centerline of the curve section.
B.New streets shall provide tangent sections at intersections with streets in equal or higher categories as needed to provide adequate stopping sight distance at their design speeds.
510-160.04 Intersection Approaches:

Vertical Alignment.

A.For intersections of local streets, a leveling of the street at a grade not exceeding two percent shall be provided for a minimum tangent length of 25 feet. Exemptions are allowed for topographic considerations as determined by PCDOT.
B.Tangent length is measured from the edge of pavement of the intersecting street to the point of curvature in the approaching street.
C.As a street approaches an intersection with a collector or higher classification, there shall be a suitable leveling of the street at a grade not exceeding two percent and for a distance not less than the following minimums:

Unless otherwise specifically set forth herein, the location, all of the materials, methods of construction, and workmanship for raised concrete islands shall conform to Regulations for Driveway & Encroachment Control Manual by Georgia DOT, AASHTO and current ADA standards. In no case shall anything in an island extend more than three feet above the street grade within the right of way, except traffic regulatory devices and other infrastructure erected or approved by Paulding County. No island shall be approved which contains less than 100 square feet.

510-160.07 Sight Distance.
A.Driveways and Roadway Intersections shall not be located on a short-crest vertical curve, just beyond a short-crest vertical curve or on a sharp horizontal curve. All roadway intersections shall be located, designed and constructed so that motorists will have adequate sight distance in both directions along the roadway per AASHTO.
B.Intersection Sight Distance, as used for roadway intersections and driveways, shall be measured from a point 14.5 feet from the edge of the travel way at a height of three and a half feet above the surface of the roadway to an object on the centerline of the road three and a half feet above the surface of the roadway.
C.Stopping Sight distance as used for roadway stopping sight distance shall be measured along the centerline of the travel way at a height of three and a half feet above the surface of the roadway to an object on the centerline of the road two feet above the surface of the roadway.
D.Left Turn Sight distance, as used for a left turn from the major road across opposing traffic should have sufficient sight distance to accommodate the left turn maneuver. The sight distance along the major road to accommodate left turns is the distance traversed at the design speed of the major road in the travel time for the design vehicle.
E.Sight distance shall be measured and field certified by a registered professional engineer or surveyor. A certification statement shall be placed on the construction plans and a letter provide for the file at final plat.
F.Intersection shall be designed with adequate corner sight distance for each street, which approaches a street of higher street category. Where necessary, shoulder shall be graded, back slopes shall be flattened, and horizontal and vertical curves lengthened.
510-160.08 Obstructing Visibility at Intersections.

On any corner lot, within an area formed by the lot lines on the street sides of such lot and a line (miter) on the street sides of such lot and a line (miter) joining points on such lot lines located at a distance of 20 feet from the point of their intersection, the following shall apply:

A.There shall be no fence, wall or hedge higher than three feet.
B.There shall be no obstruction to vision, other than a post or column or tree (except standards erected by Paulding County) not exceeding one foot in greatest cross- sectional dimension, between a height of 15 feet above the established grade of either of the intersecting streets.

Driveway Intersections

510-170.01 Angle and Improvements.

Driveways shall generally intersect streets at right angles. The portion of a driveway located within a public right-of-way shall be paved 25 feet from the existing edge of pavement. Driveways providing access to parking lots that contain six or more spaces shall be paved in accordance with the parking lot requirements of Chapter 260.

510-170.02 Driveway Design Standards.
A.Driveways serving single-family detached or duplex residences shall be no less than 14 feet wide at the right-of-way line and shall provide a radius to the back of curb or edge or pavement of the roadway of no less than 5 feet.
B.Driveways shall provide a parking area of at least 18 feet deep measured from the edge of the sidewalk or curb if a sidewalk is not present or required.
C.Driveways serving a commercial development shall be no less than 24 feet wide at the right-of-way line and shall provide a radius to the back of curb or edge of pavement of the roadway of no less than 40 feet maximum
D.All driveways and driveway curb cuts on State highways shall require a Georgia DOT permit.
