§ 410-10

Purpose

These standards are intended to regulate the centralized unit of individually locked compartments for the delivery and collection of mail referred to as a Cluster Box Unit (CBU) or “community mailboxes” within unincorporated Paulding County Addressing Jurisdiction. The United States Postal Service (USPS) has determined that CBU’s offer the greatest amount of fuel savings and carbon emission reductions because carriers can deliver mail to multiple customers during a single stop with less truck idle time. Increasing the use of centralized delivery for new and existing customers helps the Postal Service create “greener” neighborhoods across the country.

§ 410-20

Cluster Box Unit Standards

410-20.01 Pursuant to United States Postal Service (USPS) policy, all new subdivisions and

new phases of existing subdivisions are required to provide CBU’s for regular mail service delivery. The following standards are for construction and maintenance of CBU's for all residential developments.

A.The developer shall be responsible for confirming the logistics of regular mail delivery to CBU's with the USPS. As such, all CBU's shall be subject to final approval by the USPS.

B.CBU’s shall be installed prior to issuance of a Certificate of Occupancy for any residential dwelling unit that will be served by a CBU.

C.The county will not assume any responsibility for the installation, landscaping, lighting, trash receptacle, maintenance or repairs of the CBU’s and associated parking areas. The CBU’s and associated parking areas shall be maintained by the Homeowner’s Association, managing entity, or collectively by the property owners.

D.CBU’s shall be located away from any location where it may interfere with or obstruct the view of or be confused with any authorized traffic control device or obstruct sight distance.

E.CBU’s shall provide dedicated parking off the public right-of-way if required.

The entrance to the proposed parking shall be located a minimum of 200 feet from the main entrance and a minimum of 60 feet from any intersection.

F.Parking shall conform to design standards specified in Section 260-10.01, in addition to any parking and loading requirements or accessibility guidelines pertaining to the Americans with Disabilities Act (ADA). On-street parking is prohibited in any residential development. Off-street parking areas that make it necessary for vehicles to back out directly into a public road, street or highway are prohibited. The minimum parking ratios shall be required as shown in Table 410.1.

I.A roof overhang is preferred to be provided for a weather free standing CBU location.

J.Any required CBU and related improvements shall be installed prior to the recording of a final plat.

K.CBU’s shall not have access within a cul-de-sac bulb.
